ELECTRIC NEWPAPERISSUE FOUR - THE HUMAN VOICE
This CD is compiled from the audio archives of GENESIS P-ORRIDGE, LARRY THRASHER and their FRIENDS. It is inteded to be multi-functional and it is here to be sampled, re-used and re-configured by you. The source of the raw materials, noises and sounds included in this issue is only THE HUMAN VOICE.The CD may be listened to as a a Kaotic extertainment; as a navigational exploration of brain expectaion: or as a resource to be sampled, reworked, adjusted and processed by other individuals and groups for their own personal works and their own ends. Any and all interpretations are valid. This SAMPLING CD is NOT fully indexed and formularised. Rather, it is a descriptive resource, assembled in manageable segments, and collaged from a different perspective, of the eclectic and unique world which SPLINTER TESTand their many collaborators have inhabited and collected in various media and recording forms from 1950 to the present. This is literally an ELECTRIC NEWSPAPER, a speculative publication deprogrammed to preserve and make accessible to the maximum number of participating travellers wondrous vocal seeds to make your own personal garden of aural delights flourish and grow. The Editors include a "Feature Article" as the last indented section of this issue. An interview with Editor G. P-Orridge about the Electric Newspaper and its various cultural implications.

Liner Notes :
ELECTRIC NEWPAPERISSUE FOUR. "The Human Voice" VOX ETERNAL

EDITORIAL: PART ONE
The original sound was OM.This was the sound that triggered the chain reaction which set the universe in motion. This is the sound that sustains the universe. Even the light itself is but an overtone of this sound. All molecules desire to emulate this sound. This is the only REAL lasing desire. All other desires pale and wither away until slowly our entire being serves only one purpose; as are receptacle for this original sound. The grunts of stones wedging away from the mountains, the whispers and howls of the wind, the roaring of the ocean and the crackles of fire are the first attempts at speaking. Like small infants crying or cooing these sounds are undeniable in their interpretation. They transcend all language. Even the animals understand these voices.Mind becomes more evolved in the human arena. Here language grew from sounds in nature and strived to fulfill biological and geographical necessity. Language became more than a spontaneous result of urges and emotions.Language became a garment for the mind. As man became more self-conscious the mind would spin fabric to hide its nakedness from the power and presenceof OM. Words began to flow.

Voices were used for every means imaginable; to swoon; to woo; to win; to acclaim; to accuse; to muse; to exclaim; to explain; to ascuse; to abuse; to cause others pain; to moan and groan and grunt and belch; to chit and chat;to teach; to taunt; to scare and to make aware. Some languages became mellifuous, some crude, some flowed like gentlestreams, some felt like mud splattering against the face. Other languages became like drum beats or the knifes edge. They emulated all the elements, all the emotions, all that was visible and all that was hidden.True madness is the babbling aphasic echolalia who never ceases. This would be an undeniable definition for insanity in any language anywhere. Mind inpure motion going nowhere, for no reason, lost in its own trap. This is the shadow of the mind. The more one speaks, the less each word means. The vacuum of mind swallows all REAL meaning and spews forth sounds which echoonly mental activity, like an engine humming noise.

uh oo aai ew ghu ah eh

Language is a path which goes in infinte directions. But somehow all these roads end up back at the same place. Our first utterance is the same as our last. We gasp for air to deliver our sound. The sound of our breath, our moan and our cry is no less than that of the ocean or the formation of continents and mountains. We speak to imitate what is around us. We struggle to pronounce this sound. The human voice. The vox eternal.

ELECTRIC NEWPAPER ISSUE FOUR. EDITORIAL: PART TWO
So, in case I.T. is unclear. Any and all of the audio files, loops, orfeature article sections on this CD, are FREE to whoever wishes to utilisethem. We ourselves, have all ways sampled, cannibalised, and reworked ourown documentary recordings and master tapes. Incestuous theivery, adelicate decadence. We believe that the omnipresence of sampling and cut-up technologies willprobably be seen as one of the most significant tooling developments for Cultural Engineering. For the first TIME in Astory every sound ever recorded in any medium ispotentially available to be used, twisted, mutilated, enhanced, driven through it's own perceptual envelope and turned into whatever dream takes our fancy; only to be reprocessed, sampled, looped and mutated into something else by another Individual or collective at a later date. The ELECTRIC NEWSPAPER is as much a celebration and a marker of this evolution in possiblity as I.T. is a recognition of the implications that these evolutions represent. The ELECTRIC NEWSPAPER is a strategic donation of raw materials to theblossoming community which I.T. hopes to service. The ELECTRIC NEWSPAPER is propaganda. The ELECTRIC NEWSPAPER is speculation. We want people to consider the implications of infinite access to, and the infinitemalleability of previously linear popular culture. We note the arrival of the "First space station"; which ironically is not a steel cartwheel spinning like a hobbled moon in orbit around B-earth, but is actually what is popularly known as "CYBERSPACE", has facilitated anothericredible acceleration of information access. This "Space Station" however, inevitably must contain the agendas; thepersonalities; the commissioned corporate and governmental strategies; theflaws and psychoses, sick, healthy, and mundane of all who enter. Eachbrain will leave it's psychic residue as well as the dreams and enthusiasms of those who construct I.T.When you visit the Space Station you would be well advised to remember this and build a "space suit" appropriate to protecting your SELF and your own specific agenda. For those powers and cartels addicted to CONTROL for it'sown sake have finally built a "security blanket" like the world has never seen.Is this "Space Station" neutral? Less than we might assume. No FDA checks;no quarantine whilst the neurological effects of almost sub-atomic acceleration of data-particles are monitored; no virtual banishing rituals;just a global assumption that massive and increased doses of information are all ways innately benign. The ELECTRIC NEWSPAPER hopes to represent a creative approach to these and related issues. SEIZE CONTROL OF THE MEANS OF PERCEPTION!This Forth Issue "The Human Voice" was deconstructed primarily to inspire as many of you who intend to be as media-active as possible; and to begincirculating these ideas, approaches and concepts. It's content (thePRODUCT) is secondary to thee PROCESS of construction and is innatelysymbolic. We hope that enough vocal fragments herein collated will LEAK INTO POPULAR CULTURE and will generate changes in style intention as AUDIOMEMES as they ae re-used in any future recordings.
